Read disclaimerOur purpose
Legal information should be easier to find and easier to understand.
Citizens Law Library was created to help Missourians locate reliable public legal information, understand common court and legal terms, organize their records, and find appropriate sources of qualified help.
Many people face a legal question, court notice, agency letter, dispute, deadline, or difficult life event without knowing where to begin. The goal of Citizens Law Library is to make the first steps less confusing by gathering dependable public resources in one clear, practical place.
Our mission
Help Missourians learn the process, find trusted resources, and prepare informed questions.
Citizens Law Library is built around a simple principle: people should be able to understand the public resources available to them, even when they do not know legal terminology or cannot immediately afford a private attorney.
We provide general educational materials, court-navigation information, vocabulary guides, organizational tools, public-resource directories, and links to official courts, public agencies, legal-aid organizations, and lawyer-search resources.
How we help
Three practical ways Citizens Law Library serves visitors.
Explain
We translate common legal and court-related terms into plain language and help visitors understand the general purpose of public resources, notices, procedures, and court-navigation steps.
Organize
We provide general educational tools that help people collect documents, record dates, build timelines, prepare questions, and keep information in one organized place.
Connect
We direct visitors to official Missouri courts, public agencies, legal-aid providers, lawyer-search tools, and other established sources of qualified assistance.
An important boundary
Information is not legal advice.
Legal information can explain a general process, identify a public resource, define a term, or help a person prepare to speak with qualified counsel. Legal advice applies law to a person’s particular facts, documents, deadlines, goals, and circumstances.
Citizens Law Library provides general information and education only. We do not evaluate personal facts, recommend legal action, select forms for an individual, prepare legal documents, review filings, calculate deadlines, predict court outcomes, negotiate on a visitor’s behalf, or represent anyone in court.

What guides our work
Our operating values.
Clarity
We aim to use plain, respectful language and reduce unnecessary confusion around public legal resources.
Accuracy
We work to link visitors to official, reputable, and responsibly sourced public information whenever possible.
Respect
We recognize that legal problems often involve stress, uncertainty, family, housing, finances, safety, and dignity.
Access
We believe geographic distance, unfamiliar language, and limited resources should not prevent people from finding a place to start.
Responsible boundaries
We maintain a clear distinction between public legal education and the personalized advice that requires qualified legal counsel.
A resource-first approach
We point visitors toward the people and organizations authorized to help.
Citizens Law Library does not replace Missouri courts, legal-aid organizations, public agencies, or private attorneys. Instead, the site is intended to help visitors locate and understand those resources more effectively.

Member Resource Center
General education and organization tools for members.
The member library is intended to provide general educational materials, printable organizers, court-readiness checklists, public-resource directories, vocabulary guides, and other non-personalized tools.
Membership does not provide legal advice, legal-document preparation, legal-document review, form selection, legal strategy, or legal representation.
Community and professional relationships
Better public information is stronger when communities work together.
Citizens Law Library welcomes opportunities to share reliable public-resource information with libraries, veteran organizations, faith communities, senior centers, schools, social-service organizations, community groups, and Missouri legal professionals.
We do not accept individual legal questions through partnership requests. Community partners and legal professionals may use the contact page for general outreach, resource corrections, accessibility feedback, educational collaboration, or public-resource suggestions.
